The Convention provides a program of pastoral salary assistance that is available to persons starting new church missions. Assistance is also given to the development of research to identify the interests, needs and demographics of the people who could benefit from the start of a new mission church.

This ministry works directly with churches and associations in planting and nurturing the early development of healthy, reproducing English-language congregations. Assistance is provided in the acquiring of new church sites and initiating of church extension ministries, such as home Bible study groups. New church planters are equipped through the developing, writing and editing of resource materials and sponsoring of training conferences.

This ministry works with churches and associations in starting new African-American congregations. This task may include initiating church extension ministries, such as home Bible study groups or others that result in the starting of African American congregations. The department assists in developing resource materials that are culturally specific for African-American congregations.

This ministry assists churches and associations in starting congregations for persons who speak languages other than English. Each Sunday through the efforts of Florida Baptists, God's word is spoken in 21 languages, predominately Spanish, French Creole (Haitian), Korean and Portuguese. This is accomplished with Convention resources being provided directly to associations and churches to assist in the planting of new churches. Also provided are conferences to train pastors and lay leaders and developing language-specific resource materials for non-English speaking congregations.

• Church Revitalization
This ministry assists churches in older declining areas to reclaim a vision to reach its surrounding community. Resources include strategy needs assessments, financial assistance for special needs and pastoral salary assistance for leadership of these congregations.
